In Delaware, a landlord generally must provide an itemized list of deductions and return any remaining security deposit within 20 days after the tenant vacates and the rental agreement terminates.

Wrongful Withholding Remedy25 Del. C. § 5514(h)

If the landlord fails to provide the required itemized statement and return the balance on time, Delaware law may allow the tenant to recover double the amount wrongfully withheld in the right case.
