Security Deposit Return and DeductionsHRS § 521-44

In Hawaii, a landlord generally must return the security deposit, less any lawful deductions, within 14 days after termination of the rental agreement and the tenant's surrender of possession. Deductions are generally limited to unpaid rent, unpaid utility charges, and damage beyond ordinary wear and tear.

Wrongful Withholding RemedyHRS § 521-44

If a landlord wrongfully retains all or part of a security deposit, Hawaii law may allow the tenant to recover the property and money due, together with damages and other relief in the right case.
